He shouldn't need any ID, just his boarding pass since he will be traveling with an adult and is 13. For teens the general rule of thumb is they can travel as an adult even on their own, or pay for the unaccompanied child service, which he clearly doesn't need, so he should be fine. However, if he's going some place unfamiliar or without relatives, you may want to have some sort of ID on him just for safety purposes alone.
