Does It Cost To Set-up Account With Ups

I have a paypal account and want to ship ebay shipments via paypal. Would I be charged a monthly charge for using UPS as I would be paying paypal as soon as I print each label and then I would take it to a drop location. Would I be charged for signing up to do this via paypal.
