Is there a reset code for phone when it says SIM BLOCKED EMERGENCY ONLY?

copy the PUK no from your sim pack and input it into your sim it will unlock.

As a note, the phone will also read "emergency only" where there is no available signal strong enough for a call.  Only 911 calls will work in these areas.
