TRACFONE cell phones don't work outside of the United States, Puerto Rico or the U.S. I suggest you call CS @ Phone:

Press 5 at third menu Hours of Operation: This number appears to be available 24/7. Officially, 8:00 a.m. to 10:00 p.m. (USA, Eastern times). Actually, operators state that the lines are closed at 9:45 p.m. Open Monday through Saturday
