2009 Toyoto Matrix Airbags

I was t-boned on the passenger side with no passenger and that airbag deployed but the driver's side did not. Should the driver's side have also deployed?

Not always it happens like that. It depends on the side which was impacted most like in this case, yours was. If the impact was the same on the driver's side, the airbag would have come out too.

Yes, depending on the intensity of the driver-side impact. If that impact was not great enough the bag would not be deployed.
