should brake pads need replacing at 20,000 miles in town driving?

Brake pads should be good for at least 30,000 miles or more. If they aren't making any noises and you have solid braking ability, then you do not need to replace them. Brake pads aren't replaced based on mileage. You will know when you need them. Don't let some garage con you into replacing them, unless you think your vehicle's braking ability has declined.
