The Check Engine Light Stays On

I have been having this problem for years. The check engine lights stays on and wont go out unless i reset by removing battery cable. It would stay off for a while and than comes back on. I have had it checked over and over again. I took it to the toyota dealership and also other mechanics and they can't find anything wrong with the vehicle. I have been driving it for years like this but when I take it for emissions test, I fail because the check engine light is on. What can you suggest?
