Yes, there is an accessible band adjustment for reverse in a 1999 Toyota RAV4 with a 2.0L engine and an automatic transmission. The band adjustment is located on the transmission itself and can be accessed by removing a small inspection cover on the side of the transmission.

To adjust the band, you will need a band adjustment wrench and a torque wrench. First, remove the inspection cover on the side of the transmission and locate the band adjustment nut. Then, use the band adjustment wrench to turn the nut clockwise to tighten the band, or counterclockwise to loosen it. Be careful not to overtighten the nut, as this can cause damage to the transmission.

Once the band is adjusted to the correct tension, use the torque wrench to tighten the nut to the specified torque. This will ensure that the band is tightened properly and will not come loose during operation.

I hope this helps. Let me know if you have any other questions.
