99 Toyota Corolla Shifting Problems

My 99 Corolla doesn't like to go into gear at first. I have to pump the clutch until it gets pressure. Once it has pressure it shifts with no problem. Once I drive for awhile I have to pump it again to build pressure or it won't shift. What is causing this??
