Left Turn Signal Goes Solid If Headlights Or Running Lights Are On. Hazards Wor

left turn signal goes solid if headlights or running lights are on but my hazards work and blink. I replaced the bulb its not that. 99 camry. What else can it be? And if you know where the flashers are in the 99 camry it would be helpful...plus where do i buy a flasher for a 99 camry?
