Power steering on a tercel is tightened by the belt tensioner, which helps the belt stay on the pulley. You can adjust it a small bit bu loosening the tensioner pulley bolt and moving the pulley out a bit to increase the tension. It is a pain to do and sometimes easier with belt off.
