Check Engine Light Will Not Come On When Checking The Engines Timing,why?

just had complete top end rebuild and runs perfect.Took it to have smoged and passed with flying colors except when data link connector was short-circuited with jumper check engine light would not come on.Car was running at normal opeerating temp and in neutral.Mechanic had set the timing the day before and said the check engine was working.HELP PLZ
