My 2009 Reg A Toshiba Will Not Turn On.

My regza toshiba 46xv645u will not turn on. I plug it in and the green power on light will flash 3 times then pause then flash 3 times then pause then flash 3 morw times and it will stay on also the toshiba illumination will light up at this time. However the screen will not come on and i can hear the xlicks and sounds xoming from the baxk of my television. Also i push the power button and nothing will happen,but if i hold the power button down for several seconds the tv will power down but it will power back on with the green light performing the series of blinks that i mentioned earlier. It sounds to me like the tv is trying to turn itself on over and over as the sounds coming from the baxk are continuous...... I have checked the fuses and they r fine but i am lost from there.
