Thermodore Dm301es Temp Problems

I have a Thermodore DM301 double oven and the upper oven doesn't seem to be holding a steady temperature. It does heat up but the internal temp varies widely ovet the course of an hour. I measured it with an external temp probe. Is this a thermostat problem? Can the thermostat be replace or repaired?
