I Am Trying To Transport My Old Phone Number To A New Service But
teleblend has shut it down i need it up and active to complete this

I do not see why it has to be active. Go here for # porting guidelines & here to Tracfone activation process. If you aren't using a paygo type service just contact the carrier in which you want to activate service or search for their online activation website.
