If your phone is not working you would need to call T-Mobile at 1-877-453-1304 to let them know.  Be sure to call from a number other than the one you are having the problem with.  A technical support representative can walk you through checks on your phone to determine if the issue is coming from your phone, or the T-Mobile network.  They will also be able to let you know if the phone performance is due to an outage in your area.
