2008 Forester Windshield Defective.

My Forester windshield looks defective when the sun hits it close to the horizon line, it looks like the windshield is full of thousands of tiny stars, or if you are trying to look through a glass covered with fine sand paticles, almost imposible to see through.  Is there a recall for this, because it never happened with any of the cars I had before.
