Put In All New Bulbs (tail Light, Brake Light, Backup Lights , Signal Lights,)

all the lights are working except the tail lights,

Check you tail light fuse(s) first - otherwise, here http://www.carcarekiosk.com/video/2006_Subaru_B9_Tribeca_3.0L_6_Cyl./lights/tail_light is a tail light replacement video so you can confirm that you had no omission.
