I Replaced The Battery On A 1999 Subaru Forester And Have No Electricity. Fuses

I replaced the battery on a 1999 Subaru Forester and have no electricity. Fuses OK. Voltage from + to frame OK. What are the steps I should go through in diagnosing my problem?
