The restriction for carryon items are on obviously dangerous item such as weapons or explosives, as well as teh quantitiy of liquid. You can only take on 2oz of liquid in each container, and all containers have to fit in a gallon size ziploc bag. Your blood pressure monitor can certainly be carried on.
