How Do I Close An Account That Is Not Being Used Which Is Charging Me $2.99?

I have an account with Skype which charges me $2.99 per month for calls to cell phones or business phones. I want to close that account and open a new one because I can no longer access the account because it is on a computer that I no longer own.
