Needle/bobbin Threading Problem

needle seems to be "hitting" something and it's not catching the bobbin thread.  the bobbin doesn't appear to be moving when I turn the handle either.  took the plate off and the bobbin holder out and when i manually turn the knob the needle goes up but when it comes down it hits the white plastic disk beneath it.
