How Do I Get The Receipt To Print On Both Papers?

Hi, I have a 2-layer recept paper roll and I was expecting the transactions to be printed on the top receipt (ripped off and given to customers) and the bottom receipt paper (rolled up for the journal). I am only getting the printing on the top (customer) copy and not on the bottom. The paper is fine and I can scrape the top part with a fingernail and see the ink from the scrape on the 2nd (carbon copy) sheet. What is going on?
