Spare Tire Stuck On 2005 Saturn Relay

I have followed the instruction in the manual to remove the spare tire but it is stuck. The wire that is supposed to lower it is extended past ground level, and I followed the instruction to disengage the secondary latch (if there is one) to no avail. I pulled the tire down by hand to try and see what is going on and I can see it is hanging from a spring that does not appear to detach from the hoist assembly or retainer. Please help!
