There are 3 issues that may be causing this error
1. A non-U3 application (like Notepad for example) is accessing a file stored on the U3 device.
2. Applications running from the U3 smart drive are not terminated.
3. An Application on the PC is accessing the U3 device (Norton Utilities "Protected Recycle Bin" for example).
Solutions:
1. Make sure all files stored on the U3 device are closed and try to eject the device again.
2. Ensure all U3 applications are closed. (check manage U3 programs to ensure all U3 applications are closed)
3. Try to eject the hardware using the "Safely Remove Hardware" icon in the system tray
4. If you cannot use the OS removal tool, almost always something is keeping the device open. A good example would be Norton Utilities "Protected Recycle Bin" has the device open. Look for any utility software that automatically runs on startup.
How to monitor what applications are open and being used to access the drive?
There's a freeware utility called Filemon (File Monitor). It might help you to see what is open and what's being used in the drive.

NOTE: This is a 3rd party software and is not related to SanDisk.
Select the Volumes menu, pick and make sure only the two drives referencing U3 are checked. Uncheck your hard drive(s) then clear the log.
Any application that tries to access either of the partitions will have an entry so you can see what is active. Eject the drive and note the entries.
