Since you didn't give a model number I'm going to assume this is a DLP rear projection TV. The white spots are caused by a bad DLP chip (part of the optical engine). This chip can be replaced separately, or the entire engine can be installed. The price is slightly cheaper to do the chip since the labor cost is higher. Expect a bill of $450-$600.
