Radiator Fan Not Starting When Stopped

hi, my saab 93 2004 driver side radiator fan died. i also noticed that when car stopped, the cooling fan no longer started. suspect it is due to the failure of the driver side radiator fan. however, after replacing with the new fan, when car stopped, there is still no sign of starting of a cooling fan. must be something else that caused this. would appreciate any help. thanks.
