I Replaced A Primer Bulb On Weed Eater Ry28040 Model

Weed eater not getting gas to carburator,I replaced the primer bulb because when you try to prime the carburator you could hear a whistling are sucking sound. Put the new primer bulb on its stll making the same sound. Any ideas what it might be? Diaphrams?

I guess the first question is how do you know for sure that gas is not getting into the carb, what are the symptoms?  

The purpose of the primer bulb is just to get the carb primed with some gas for starting it.  The noise you hear is typical, it's just the suction of the gas in and out of the bulb.  If you determined that you carb is not getting gas and wont run, check your in-tank fuel filter to see if it's clogged, then check your fuel lines for small holes or cracks.  Gas has to get through that to get to the carb.
