Question About Cabin Luggage Allowance Measurements.

I see where you are allowed dimensions of 55cm x 40cm x 20 cm for carry on luggage.  Can the luggage not exceed a total of all measurements or are the measurements just as stated with no other interpretations?  In other words, if my luggage is 52cm by 30 cm by 30cm would that by acceptable?  What if your carry-on is a few cm over the limit, such as 56cm instead of 55cm?  How strict are they on measurements?
