Unit Will Not Power Up. No Lights On Digital Board

My model M6350TI-E 208/230-1-60Hz unit will not power up. There is power going to it. There is 12V showing at the inputs of the board BL / W / R wires going into the board.This is only being used as a pool Heat Pump. No SPA.

Reset the circuit breaker by turning the circuit breaker off and then back on. Wait five minutes for the Rheem pool heater to power back on and the "Power" light on the control panel to illuminate.
