Purchase Charges To My Visa

Please look up account number charges for a electronic copy of a "DIGEST DIET" book online. I received a bill for $32.95 due  01/08/13. I am concerned that I may have received fraud charges for the following reaspons; the bill states that my purchase has been shipped to me, I purchased an electronic book online and the original cost of the book was $24.96 but an additional deliv charge of $7.99 was added. On both cases my respons is the same: I purchased the book online for an electronic book, therefore no handling charges should apply. I don't believe this tax charge, it would be to high to be that.
