Remote Will Not Do Anything After Following All Instructions.

After following instructions, the remote will not do ANYTHING! And, it has two brand new batteries! There is absolutely NO POWER!!! So, I cannot even begin to program the remote. What might the problem be? I am trying to help a neighbor program this new remote, because he cannot! Will I just have to exchange it, or have I done something wrong? Thank you!
