Using The Multiline Feature With A Handset Registered To The Base Model

I have an RCA 25424re1 base model and a h5401re1-b compatable handset. When using the handset or the base model, we are not able to select the other line to use. We do have multi-lines coming to the phone. I have unregistered the handset & reregistered it. Unplugged base model, removed battery from handset & then plugged in the base, reinstalled the battery in the handset, reregistered, but still not able to use the multiline function. Any ideas? Thank You
