Another possibility is that there is a vacuum leak. A vacuum leak can cause the engine to run too rich, which can also cause the engine to rev too high. Vacuum leaks can occur anywhere in the intake system, such as at the intake manifold gasket, the throttle body gasket, or the vacuum hoses.
