07 Grand Prix V6 Problem With Only Low Beam Out And Key Fob Not Working Proper

New dimmer switch or can this be fixed in the underhood fuse box ... by replacing GM part number 15016745.. in the under the hood fuse box. Using chart it's number 35. Also, son-in-law is diesel mechanic...can he fix it or check out what's wrong w/o a HUGE amount of time and other problems???
