Presser Foot Not Dropping

The presser foot does not drop when the lever is moved to the down position. It can be pushed down using my fingers, but it does not drop on its own. It seemed like it might need to be oiled, but that is not helping the problem. Any ideas?

On the bar there will be a screw that may be loose. Turn the handwheel until the needle is all the way down and lift the foot manually until just before it makes contact with the needle clamp and tighten the screw on the presser foot bar. That should do it.
