I Was Supposed To Get A Refund Put Back To My Debit Card From Paypal,did'nt Happ

It's not clear from your question whether your expectation of a refund stemmed from an assurance by the merchant or by PayPal. If the former, you will want to phone the merchant. If the latter, or if you can't resolve the issue with the merchant, phone PayPal, at 888-221-1161 or 402-935-2050. To shortcut the seemingly interminable phone menu, repeat "Agent" in response to every prompt.
