Why Was I Charged A $25.00 Fee?
When I joined Paypal, I thought it was just a safer way to purchase items on line. I didn't know that a $23.99 item would end up costing me $48.99. What is going on?

Any amount the merchant charges you for PayPal processing is in violation of PayPal's terms of service. In fact, the merchant himself pays only about 3% for the privilege. And PayPal charges you nothing.

I have to think there must be either a misunderstanding between you and the merchant, or, more likely, a mistake. Your best course is to speak to the merchant. If all else fails, you can speak to a PayPal rep. Find contact information here.
