How do I get a refund off of Xoom/PayPal.as I sent a bank transfer that wasn't received

Your issue is with PayPal. PayPal says, "If there's a problem with a transaction, we'll put a hold on the funds until the issue is resolved. We investigate and stay involved every step of the way." Go to https://www.paypal.com/us/smarthelp/contact-us. Or you can phone 888-221-1161.
