I Have Been Having Issues With The Ventilation In My 2000 Intrigue.

When I turn on the heat, my windows fog up. I can't see to drive. I know it isn't the water pump or the heater core. It seems that there isn't enough air flowing out of the vents and there is no air exchanged. The moist air is staying in the car instead of being circulated out.
