1998 Oldsmobile Intrigue Fuel Door Wont Open

The pervious ownwers knew of this problem on my 98 Entrigure. There is a "pull cord" on the inside of the trunk in about the same location as the fuel door. This must be a pretty common problem to have a "pull cord" back up.
