Heating And Air No Longer Works?

When I purchased this car the heating and air worked but only on speeds 3 and above. Eventually they both stopped working. The blower still blows but the air is hot in the summer and cold in the winter. A repairman said I need to replace the compresser and all of the hoses and lines and it would cost about $1000.00 I found the parts online for about $220.00 Does this sound right?
