1994 Oldsmobile 88 Royale Fuel-electrical..

Ok i have a 1994 olds royale at my shop and have been working with it for a while , have replaced the fuel pump and whole unit as the other one was completely rusted up how ever i am only reading 8 volts at the pump and was wondering if i have a break or short in the line the car will only run on starting fluid , i have read that this voltage should be 13.25 or that of the battery until ignition would like to verify checked relays fuses , the injectors rails and lines were all removed and cleaned including filter everything is installed correctly have checked the ground blocks underneath the driver and passenger kick panels as well . Help plz
