Preventive Maintenance Program- Nissan Latio Y2008

Is the Parts kit for the front brake caliper consider part of the BRAKE PAD group ? Recently I was charged separately for the Repair Kit used to replace the Caliper under A/M Program which I find it unresonable It should not be charged at the first place as I consider it part of the Brake Pad. Please comment/advise.   Thanks CA
