how do I connect the netflix in the wi when it cannot connect?

It's impossible to connect when you can't connect. You have to wait to the signal to strengthen, the site traffic to slow down, etc. It's out of your control unless you there's an error message which indicates something else is going on, but you didn't mention that so there's no way to know.
