Hi, you can use Netflix without an Internet connection. For a Netflix plan that does not require watching movies over the Internet, you can sign up for Netflix's DVD plan. With the DVD plan, movies and TV shows are physically mailed to you, rather than streamed online. You can read more about the DVD plan here:
