Phone Says, Emergency Calls Only, Tried Adding 30 Day Plan, No Luck, Why??

I am not clear if my minutes ran out and so I tried adding a new 30 day plan and it still does nothing except say........emergency calls only..........also says when I try and open Browser........no WAP..........I've tried everything for two days and am now getting very frustrated as this is my only phone.

I Know the Answer!
