I am not familiar with this exact model of Talkabout radio and Google has proven to be no help in this case.  I'm surprised that the manual does not explain the icons in  more detail.

Does the specific icon in question reassemble anything in the user guide?  My suspicion is that it relates to the interference eliminator codes (that name in itself should confuse everyone) or the speaker muting.

What they refer to as "interference eliminator codes" are actually correctly called "tone squelch".  When activated the radio transmits a sub-audible tone.  Other radios that are set to the same code will open their speaker (unsquelch) when they detect the correct tone.  Radios set to a different tone will not open their speakers.  The effect is that interference "appears" to be eliminated but in fact it just winds up making folks talk over the top of each other.

If the speaker is not opening when you transmit on another radio either the codes are not set right, not enabled, or the speaker is muted.  Try the different button on front until, you can get that icon to go away or show up on another radio.

I wish I had one here to be certian of the function of that icon but I have a different model of Talkabout here.
