Money Transferred, But Was Never Received By Recipient

I transferred money to Ghana from the United States 12/8/15. Recipient went to a bank in Ghana filled a form, signed it, added his ID and walked to a teller. He was told by the teller that the reference number supplied was incorrect. Recipient called me from the bank and confirmed that the reference number on the form was correct. Recipient walked back to the teller, but was told the money had already been cashed. I called money gram here in the states and they confirmed to me that the money was cashed few minutes ago while the recipient was still at the bank arguing with the manager as to how that could happen. It has been a roller coaster with Money gram since. Money gram finally told me the money was cashed by the right recipient with the right ID. Meanwhile the recipient never received the money. I asked Money gram for the name of the bank in Ghana where the money was cashed, the location of the bank, the teller who issued the money and the ID used to collect the funds. I am yet to receive the information I requested. Can Money gram please give me the information.
