First make sure you have all current Windows Updates installed. There may be a fix that corrects your issues.
Did it work at one time? If so try a system restore from a date before it stopped working. Be aware that you will lose anything added to the PC since that time so do this judiciously. If a Windows update caused the issue this would fix it BUT when the update gets applied again the problem will probably return (but then you'll know the cause).
Try installing another browser. I prefer Mozilla Firefox but you can also use Safari or Google Chrome.
My recommendation is go with Firefox.
If you have a requirement to use IE for a specific program there are add-ons (called IE tabs) for Firefox that allow IE to be used inside Firefox. I use this and it works very well.
Be aware that I've seen instances where IE was so badly broke that it required Windows to be reinstalled. Hopefully you don't fit that catagory.
If all else fails have a local PC repair guy look at it. He may have a trick or two he can use to fix things.
